Okay, I'm sure it's not that bad. But Montreal got hit WAY harder by the Ice Storm and didn't call in the Army until power was out throughout most of the Eastern Townships, whereas Toronto called them in while they still had power throughout the city.
And, you know, they close the city every time it snows.
